The St. Kitts and Nevis Labour Party has completed four years since being elected to lead the government of St. Kitts and Nevis. After winning the snap elections on August 5, 2022, with a clear majority, the administration led by Dr Terrance Drew has made clear, decisive moves in every sector to steer the federation in the direction of development and growth.
The first four years of the SKNLP led administration have been marked by strong fiscal reforms, restructuring and strengthening of the country’s Citizenship Programme, capital infrastructural development, expansion of the country’s international footprint and delivery of increased wages for workers and pension and gratuity funds for the retired workforce.
Taking office in August 2022
Dr Terrance Drew and elected members of the St. Kitts and Nevis Labour Party Administration took the oath of office in August 2022, with the Prime Minister being sworn in on August 6 and the Cabinet portfolio being announced a week later on August 13, 2022.
The Prime Minister also took on the additional portfolios of the Ministry of Finance, Health, National Security, Social Security, with responsibility for the Citizenship by Investment Programme.
During the swearing in ceremony for the country’s federal cabinet, Dr Drew made two major announcements. The first announcement was the institutionalisation of the Children’s Medical Fund.
Under this fund, children from disadvantaged families, who are in need of emergency medical care overseas, receive financial support from the office of the Prime Minister and the Ministry of Health. In four years, the Children’s Medical Fund has supported several children to get access to emergency medical support without letting the families feel the financial burden of the treatment.
The second major announcement made during the cabinet swearing in ceremony was the removal of tuition for children studying in the Clarence Fitzroy Bryant College. The students of St. Kitts and Nevis have been exempted from paying tuition as they pursue tertiary education.
JNF General Hospital: Rehabilitation and Development
Under the St. Kitts and Nevis Labour Party Administration, the Joseph Nathaniel France General Hospital has undergone significant rehabilitation. The administration started a roof repair project shortly after taking office in 2022. The administration said that upon taking office, they inherited issues like leaking roofs in the JNF General Hospital. The project was implemented in partnership with the Republic of China (Taiwan). In 2023, the administration started work on the rehabilitation of the Lobby at the hospital. The rehabilitation work was launched in November 2023 and completed in October 2024. Under the rehabilitation project, the lobby received new lighting, seats, signage, canteen, and larger television sets.
The project was aided by Cable Ltd, TDC Group of Companies and Vaughn’s Construction
The PM Drew led administration also oversaw the rehabilitation of the psychiatric ward within the hospital. The government also oversaw the addition of state of the art vehicles to the national ambulance fleet of St. Kitts and Nevis in 2025.
The government has also shared plans for the construction of a new climate smart JNF General Hospital in the country. The prerequisites for the construction of the hospital have been completed. The construction of the hospital is being done in partnership with the Republic of China (Taiwan) and Overseas Engineering & Construction Company (OECC)
Water Security, Education, TVET and More
In the last four years, the St. Kitts and Nevis Labour Party has made significant efforts to improve water security across the region. The construction and commissioning of the 2 Million Gallon Desalination Plant is one of the most notably successes of the labour administration in improving water access to the communities. Dr Drew led administration also commissioned a water well in Cayon, solving long standing issues of water insecurity and bringing near 24 hour water supply to the people of Cayon. As recently as July 2026, the drilling of another water well in Saddlers Community has been started, adding another success to the administration’s mandate of improving water supply in the country.
According to some figures shared by the Ministry of Public Utilities et al, when the St. Kitts and Nevis Labour Party came into office, just over 24% of St. Kitts had access to regular potable water. As the administration completes four years, that number has climbed up to 70% of the population of the island. As per official government sources, the water services department has been engaged in finding more sources of water in communities across the island.
The labour Administration is constructing the long awaited Basseterre High School in a modern state of the art facility. The construction of the school which was in a limbo for nearly a decade has been moving forward at a satisfactory pace with visible ongoing work being done on site.
The rehabilitation of the Joshua Obediah William Primary School is also in its final stages with the administration aiming for a 2027 reopening. The rehabilitation project has attracted significant attention and praise for the administration from across the island.
The administration has also consistently worked on improving the capability of the people of the island. The administration has facilitated training, workshops and TVET courses to promote practical learning among the youngsters of the country.
The PM Terrance Drew led government has also recorded a historic decrease in crime and violence during their tenure, The St. Kitts and Nevis approach to combatting crime has also attracted regional and international attention. Under this administration, homicides went down by 75%. This is a major development for national security as this kind of reduction in crime and violence related activities has been witnessed for the first time in two decades, and under the SKNLP Administration.
Delivering for the People: Increased Wages, Pensions, Gratuity and Lifetime Health Insurance
St. Kitts and Nevis Labour Party Administration has implemented systematic increase in Minimum wages for the workers of the country. The first increase in minimum wage was implemented in January 2024, bringing the Minimum wages up from $9 per hour or $360.00 per week to $10.75 per hour or $430.00 per week.
In July 2025, Minimum wage was further increased from $10.75 per hour or $430.00 per week to $12.50 per hour or $500 per week. The Civil Servants across the island received an 8% increase in their salaries under the Labour administration.
In 2025, More than 22,000 citizens received of financial assistance through the Budget Boost Wallet programme in the first six months of 2025. The administration made an investment of 30 Million Dollars into shielding the people of the island from the effects of global inflation.
Under the Labour Administration, the Government Auxiliary Employees are also receiving pensions like any other public service employees. This is a major milestone for the administration as they set out to deliver long term financial prosperity to families even in the years of retirement.
Frontline workers, who worked during the Pandemic were paid the honorarium that was due to them for their services during the Pandemic. Also under the SKNLP government, the government employees now get lifetime health insurance coverage. Prior arrangement dictated that government employees were removed from insurance coverage after the age of 75, this arrangement was rearranged under the leadership of Dr Terrance Drew and SKNLP.
In addition to this, the citizens of St. Kitts and Nevis have received two CBI dividend payouts during the administration’s tenure. The government also issued a $1,000 Independence Payment that was also issued to citizens.
Economy of St. Kitts and Nevis and International Footprint
St. Kitts and Nevis has the highest Human Development Index ranking in CARICOM, the nation has even surpassed nations like Barbados and Bahamas. The rate of unemployment in St. Kitts and Nevis stands below 5% and a record 30,000 people are actively contributing to Social Security.
This is a milestone that the nation has achieved under the administration of St. Kitts and Nevis Labour Party. The cruise passenger arrivals have surpassed the 900,000 mark during the 2025-26 cruise season. The number is inching closer to the 1 Million passenger arrivals mark for the upcoming year.
Under the Labour Party Administration, Air Arrivals and Stayover of tourists has also seen a significant positive jump. The tourism sector of the country is well and truly recovering from the shocks of the pandemic. The nation is also preparing for homeporting operations for P&O Cruises, bringing significant opportunities for the St. Kitts and Nevis Cruise Sector.
The government of St. Kitts and Nevis broke ground on the New Cruise Terminal at Port Zante in July. This major development project is expected to support the country’s homeporting operations which are all set to start in November 2027
Prime Minister Dr Terrance Drew served as the Chairman of the Caribbean Community from January 1, 2026 to June 30, 2026. Under his chairmanship, St. Kitts and Nevis hosted the 50th CARICOM Heads of Government meeting, bringing a record number of attendants under the same roof to discuss region priorities.
The nation has also opened its first High Commission in New Delhi, highlioghting expansion and strengthening of diplomatic ties with India.
The government has also actively invested in supporting regional partners through aid and support in the aftermath of climate related emergencies such as the earthquake in Venezuela, the damage caused by Hurricane Beryl in Grenada and Saint Vincent and the Grenadines.
Housing, Digital Transformation and Infrastructure
The first four years of the St Kitts and Nevis Labour Party Administration has been marked by significant growth of infrastructure nationwide. The nation has been witnessing a boom in construction activity across the island.
in addition to capital projects, such as the Basseterre High School, The Joshua Obediah Williams Primary School, Desalination Plant and more, the nation has also seen a steadily growing housing infrastructure.
Housing units are under active construction in areas like Buckley’s Settlement, Taylor’s Community and Sandy Point. Homes have been delivered to over 800 families across the country.
The Creative Arts Center, also under active construction, is another important capital project, highlighting the growing significance of the creative sector in the country. Officials have shared that the Creative Arts Center will provide an a platform of growth for the creatives across the federation.
The digital transformation of the country under the St Kitts and Nevis Labour Party administration has been led by the introduction of the Electronic Travel Authorisation system back in 2025 which allows travellers from across the island to apply for travel authorisation before making the actual travel, smoothening the people’s travel experience signficantly.
Another major milestone within the country’s digital transformation is the introduction of the E-ID or Electronic ID. The electronic Id is providing the people across the island with a single unified digital identity.
The rollout started in April 2026 and aims to provide electronic ID to 25,000 persons across the island. The ID is expected to have advanced cryptographic security and chips.
Citizenship by Investment Programme
The Citizenship by Investment Programme of St. Kitts and Nevis has undergone significant reforms under the St. Kitts and Nevis Labour Party Administration. The Citizenship Programme is arguably one of the most important elements of the national economy of the country. Upon taking office, Dr Terrance Drew and his government recognised the significance of the programme and started work on improving and strengthening it,
The first set of reforms to the programme were started as early as December 2022, within months of the PM Drew government taking office. The government of St. Kitts and Nevis established a technical committee to review applications.
At the same time the administration has implemented laws for the criminalisation of underselling practices within the programme. In January 2023, further reforms were implemented to strengthen the due diligence and strengthen procedural application requirements, restrict advertising practices.
In July of the same year, the Minimum Investment for application was raised to US $2,50,000. Additionally, the government also introduced a new Sustainable Island State Contribution investment option to replace the earlier Sustainable Growth Fund. This allowed the investment brought into the country through CBI to be utilised directly for national development projects.
St. Kitts and Nevis also signed a Memorandum of Agreement with the other Caribbean Nations operation Citizenship programmes to create a joint regulatory framework called the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA) to oversee their Citizenship-by-Investment (CBI) programmes.
Additionally, under the SKNLP administration In June 2024, the National Assembly passed the Citizenship by Investment Unit Act. Under this act, the administration converted the CIU from a government department into an independent statutory body with its own Board of Governors, CEO, CFO and dedicated compliance officer.
The St. Kitts and Nevis government has also implemented mandatory residence and biometric screening requirements for all Citizenship Applicants to further strengthen the programme.
As a result of diligent work and alignment of the Citizenship programme with international best practices and standards, the US Financial Crimes Enforcement Network (FinCEN) rescinded its 2014 advisory against the St. Kitts and Nevis Citizenship programme in February 2026.
In the same year, The St. Kitts and Nevis Citizenship Programme was named “Programme of the Year” at CIS 2026. This achievement was also credited to the significant overhaul of the country’s CBI programme under the Drew administration
The St. Kitts and Nevis government has also introduced the National Biometric Enrolment and Passport Modernisation Programme. This initiative, part of the government’s overarching digital transformation initiative has been mandated with the aim of aligning travel practices of St. Kitts and Nevis with the rest of the world.
