In a historic move, the government of St Kitts and Nevis has publicly announced a formal investigation to be conducted into alleged infractions in its Citizenship by Investment (CBI) Programme under the previous administration.
The probe will be led by the Director of Public Prosecution’s Office (DPPO), that could raise implications for regional firms like Caribbean Galaxy along with Former CEO of the Citizenship by Investment Unit, Les Khan.
Immediately after the statement, Prime Minister Dr Terrance Drew addressed the press, affirming that he fully supported the exercise of investigation and thought the Government was duty-bound to take responsibility for those persons blameworthy for the irregularities connected with the programme. Dr Drew insisted that his administration would keep the CBI Programme above reproach.
“After major CBI reforms in St. Kitts and Nevis, where we declared the underselling of citizenship to be illegal, our administration led the way into achieving a Memorandum of Agreement (MOA) among the five members of the Organization of Eastern Caribbean States (OECS) that administer CBI programmes,” said Prime Minister Drew.
Remedying Past Anomalies
The Prime Minister Dr Terrance Drew further declared that now with the MOA signed, the government must focus on the irregularities that took place before this reform. A probe of the current investigation must delve into how deep the previous government was involved in the alleged improper manipulation of the CBI Programme.
Transparent and Independent Inquiry
The Director of Public Prosecution’s Office (DPPO) assured the public that the probe would be transparent, fair, and independent, and the administration of the Federation fully supports the process being conducted fairly and with no favour aligned.
Such approaches help the government restore public confidence in the Citizenship by Investment Programme and ensure that such malpractice never surface again.
Appointment of a Special Prosecutor
The DPPO will appoint a Special Prosecutor who will be joining from another jurisdiction abroad. Such a Special Prosecutor shall lead the investigation together with a number of both external and local investigators.
Including at least one local investigator affirms that the inquiry is being locally over-sighted while at the same time the international aspect of the process retains its objectivity.
According to the Director of Public Prosecution’s Office, it has been felt that this approach is a crucial one in building collaboration and confidence with the process.

In his address, Prime Minister Drew restated the value of the CBI Programme and its vital significance for the people of St. Kitts and Nevis.
“We will ensure that it is operated appropriately and that anyone who misuses it will be addressed,” said Drew emphatically. He went on to articulate how this constituted protection for the significant economic resource is crucial.
Anomalies: A Major Concern
This is one context in which, under the previous regime, there were several accusations of impropriety over the CBI Programme, mainly in connection with the matter of significant underselling of citizenship applications.
What adds further to the obscurity of the horizon for the key accused like Former CIU CEO Les Khan and Caribbean Galaxy, who are part of the muddle. Under them, there was an alleged practice of underselling, which is believed to infringe on the good name of the programme.
Further, a MOA that was signed by the Caribbean Five, placed a minimum investment threshold for curbing any future exploitation of the CBI Programme, initiated to make it sustainable.
This investigation is a giant step toward correcting past mismanagement of the CBI Programme and heralds the present government’s intention to maintain transparency and accountability in one of the nation’s most essential economic pillars.
