Executive Chairperson of the CItizenship by Investment Unit addressed the opening ceremony for the 3rd edition of the Investment Gateway Summit 2026. In his remarks, he talked about the transformation that the Citizenship Programme of the country has underwent.
He also outlined the reforms that the nation has introduced in their programme with the aim of strengthening its integrity, transparency and global standing. St Juste talked about the establishment of the CIU as a Statutory Body and how it has created a stronger institutional framework for the programme.
According to St Juste, after the series of reforms introduced in the CIU over the last few years, the unit has evolved from its previous role which traditionally dealt with processing the Applications for Citizenship and conducting due diligence.
He said that this traditional role of the CIU worked for a different time and catered to a different world. What the people can see at present is something different and stronger.
According to the Executive Chairman, Unit now functions as a “digital governance authority”. The CIU is now responsible for more than just the processing of application.
During his address, St Juste talked about the reforms that the organisation has undergone. The oversight function of the board has changed, the executive leadership of the unit has also restructured as part of the reforms to strengthen the citizenship product of the country, the technology stack of the Unit has also been rebuilt.
Calvin St Juste talked about the importance of international engagement and said that St Kitts and Nevis continues to engage with international regulatory counterparts regularly.
The Executive Chairman of the CIU acknowledged that transformation is not easy and requires discipline and commitment. Addressing the investors, St Juste said, “We have not asked the world to trust us. We have worked to earn that trust.”
During his address, St Juste also talked about the United States Financial Crimes Enforcement Network’s (FinCEN) historic decision to rescind its 2014 advisory on the St. Kitts and Nevis Citizenship by Investment Programme. He called this a major achievement for the island nation, saying that it was proof of the success of the country’s commitment to reform, transparency and international standards.
St Juste asserted that St Kitts and Nevis wants to maintain the highest international standards and establish St Kitts and Nevis as an undisputed benchmark for the investment migration industry.
He also alluded to geopolitical shifts which have taken place in the United Kingdom, United States, Iran during his remarks. He added that despite these geopolitical shifts, the nation remains committed towards upholding their structural transparency.
He reiterated, “Our structural transparency is why we are trusted.”

He also talked about the St Kitts and Nevis biometric enrolment initiative as a part of his remarks during the opening ceremony. He announced that every citizen of the country will be required to complete their biometric registration by July 2027.
He warned that after this deadline has lapsed any documents belonging to non-compliant citizens will be deactivated.
He said that the Biometric enrolment has “identity and certainty,” to the citizens of the island nation. He also assured the attendants of the IGS 2026 that every enrolment undergoes a verification pipeline built in accordance with international standards.
He added that the process helps in protecting the value of the federation’s citizenship. He also stated that St. Kitts and Nevis citizenship can be verified to the highest international standards.
According to St Juste, St Kitts and Nevis Citizenship has opened doors for entrepreneurs and families seeking greater mobility, but stressed that such opportunities are preserved only through continuous improvement and institutional upgrades.
“These doors do not stay open by themselves; they remain open because the institution is continuously upgrading, St Juste said.
The IGS 2026 opened on June 17 under the theme “Shared Values, Shared Futures” and it will continue till June 20, 2026.
