Basseterre: At its 54th meeting on 14 April 2021, the Council of the Caribbean Examinations Council (CXC®) appointed Dr Eduardo R. Ali, an experienced education policy and development leader, in the role of pro-registrar and deputy CEO.
Dr Ali joined the organization with effect from August 1, 2021. The pro-registrar and deputy CEO strategically lead and manage the Western Zone office in Jamaica and are responsible for the Research and Educational Services Division, various board committees, educational transformation, innovative learning products and regional and international alliances and partnerships.
Dr Ali’s valued career of nearly three decades has positioned him in key roles in the Caribbean, North America, the United Kingdom and the Middle East in the field of education. These include Executive Director of the Accreditation Council of Trinidad and Tobago, Senior Manager of Two Universities in the United Arab Emirates and Program Manager, Human Resource Development (Education and Labor) at the CARICOM Secretariat, Guyana. In addition, Dr Ali has held leadership and technical roles within the University of Western India on the Cave Hill and St Augustine campuses, the Council for Legal Education and the public sector and private institutions and agencies.
Dr Ali is a thought leader in education policy, strategy, accreditation and excellence in education. He has developed, led and managed national, regional and international policy, strategy and capacity building projects in various areas such as tertiary education, seamless education, teacher training, TVET, qualification frameworks, accreditation systems and open and distance education. Dr Ali’s experience in these areas has been gained through his work in the public sector or in its involvement,
research and education networks, higher education and TVET institutions, private corporations and the CARICOM, United Nations and Commonwealth systems.
Dr. Ali, a National, Commonwealth and Fulbright scholar, holds a doctorate in education in education policy studies and a master’s degree in science in educational leadership, after pursuing the
Universities of the West Indies, British Columbia, Sheffield and Leicester. He is certified in strategic planning, public policy, design of learning outcomes, change management, project management, quality assurance, results-based management and international development. He supervised and taught postgraduate students, as well as more than 30 academic peer-reviewed and professional papers in the areas of education policy, reform, quality assurance and leadership.
Dr Ali’s experience will be crucial as CXC® tackles its transforming agenda within the context of the 2021-2025 strategic plan.

The first exams for the Caribbean Secondary Education Certificate® (CSEC®) were offered in 1979 in five subjects. Following CSEC®, CXC® introduced a wide range of qualifications to meet the needs of the region: Caribbean Primary Exit AssessmentTM (CPEATM), Caribbean Certificate of Secondary Level Competence® (CCSLC®), * Caribbean Vocational Qualification (CVQ), Caribbean Advanced Proficiency Examination® (CAPE®) and the CXC® Associate Degree (CXC®-AD).
