CS Global Partners has launched the fourth edition of the World Citizenship Report for the year 2025. The report, in its previous editions have served as a guide for the global citizens to ascertain which nations meet their ever-evolving needs in the rapidly changing world.
The turbulent geopolitics of the world, as is evident in the tensions within the European region and change of leadership in United States of America have come out as interesting backdrop for the report to scrutinize the migration and Citizenship.
The report has been analyzing the various ways in which the geopolitical tensions and changes affect migration patterns among global citizens. The theme for this year’s World Citizenship Report is the human condition as a catalyst for change.
Citizenship through the lens of Human Nature
The theme takes an in depth look at the data that that they have and looks at citizenship with a human approach. The WCR finds the reasons that motivate global citizens to choose different nations and regions to stay in or move away from.
The report suggests that some of the nations which were considered safe previously have turned out to be more dangerous. As such, it is important for the stakeholders to understand the motivations of the global citizens.
Each edition of the World Citizenship Report, starting from its inaugural edition in 2022, has looked at Citizenships from the perspective of the people. Every year, 188 nations in the world are studied and measured on the basis of five motivators.

- Quality of Life
- Global Mobility
- Financial Freedom
The motivators encompass the major concerns of a global citizen, when looking at Citizenship. The report goes beyond the traditional measures employed in order to rank or derank a nation based on passport strength.
On the contrary, the report looks at the reasons which compel the people to make decisions like moving to and from a country. The report places greater emphasis on the different aspects of citizenship.
The 2025 edition of the World Citizenship Report, Switzerland was placed at the top spot in the Citizenship Index. The nation ranked highly for their standard of living, dynamic economy with high levels of Financial Freedom, and safe society.
Changes in Geopolitics reflecting in World Citizenship Report 2025
Ireland, the nation which ranked at the top for the previous year’s edition, has also fared well in terms of Quality of Life, Financial Freedom, and Safety and Security. The shift of ranking can be explained by the less than ideal performance in the Economic Opportunity motivator.
In 2024, Ireland ranked at the very top in terms of economic opportunity, but slid down to the 59th rank in 2025. Similarly, United Kingdom, which ranked high a 6th place in 2024 slid down to the 12th position in 2025 rankings.
United States has climbed by three ranks compared to the 2024 rankings, at which point USA stood at 22nd place, and claimed the 19th spot in 2025. In overall ranking for the World Citizenship Report, Denmark climbed one spot in comparison to 2024 and now sits proudly in the second place, having claimed the top spot in Financial Freedom, and third spot in the Safety and Security Motivator.
According to global citizens and HNWI surveys, Quality of Life is the most important motivator among the five pillars which have been mentioned previously. In this regard Safety and Security is the second most crucial pillar for the WCR.
Quality of life and standard of living as well as safety and security for themselves and their families are important for HNWIs. Norway, Germany, and Switzerland are the top three nations in terms of Quality of Life.
In contrast, Somalia, Chad and South Sudan were ranked in the bottom in terms of quality of life. In terms of safety and security, Iceland ranked at the top with Switzerland and Denmark in the second and third places. Venezuela ranked at the bottom, reflecting the state of affairs in the that country.
The third Pillar of motivation, Financial Freedom was a priority for people living in developed nations. The investment opportunities and portfolio diversification are a priority for high net worth individuals.
In this particular motivator, Denmark, Singapore, and Finland ranked in top three with Venezuela taking the bottom-most spot. This highlights the favourable economy of the top three when it comes to economic activities and the political and economic tensions that are prevalent in Venezuela.

China, United States and India ranked at the top in the economic opportunity pillar due to the potential and constant growth that the world is seeing in all three economies. Finally, the Global Mobility pillar, which assesses a nation’s ability to offer free movement between nations, ranks Singapore, Japan and Finland at the top in the Global Mobility pillar.
Given the current geopolitical climate, international cross-border travel has become increasingly important. Global Citizens are becoming interested in exploring other nations, cultures and landscapes.
People are becoming more and more willing to accommodate and explore new avenues, which allow them to widen their horizons. This year’s World Citizenship Report highlights the importance of the human factor in migration. The theme for the report highlights the unique approach every edition has taken in looking at Citizenship and Migration since its inaugural edition.
