Basseterre, St Kitts: Prime Minister Dr Terrance Drew has asked for better transparency in legal proceedings involving the Development Bank of St Kitts and Nevis and its former Chief Executive Officer Len Harris. During the Round Table Conference held on January 7, 2025 PM Drew emphasized the need for transparency so that the public can get access to the case.
It is to be noted that the lawsuit was initiated by Harris himself and not the federal government.
The Prime Minister had stated, “The people of St Kitts and Nevis deserve to know the truth of what transpired at the Development Bank. Transparency and accountability are pillars of the administration, and I have asked the Attorney General to apply for cameras in the courtroom so that the public can see and hear the facts directly.”
Origin of the Case
The case has sprung from a lawsuit that was filed by Harris against the Development Bank asking for a response from the institution dismissing accusations of a government led initiative, underscoring the importance of allowing legal actions to take its own course. “This is about accountability and ensuring that our public institutions operate with the highest standards of governance and integrity.”

PM Drew’s call for live broadcasting of the court proceedings reflects the standards of his administration and his personal commitment for transparency in general public affairs. Dr Drew explained that people would get the chance to understand the legal issues at hand and this would help in promoting trust in the judicial process. “When the public is given the opportunity to witness proceedings firsthand, it helps in enhancing trust in our organisations and the judicial system. It also ensures that justice is done and seen to be done.”

The government is also trying to strengthen the Development Bank and other public institutions. Dr Drew went on to emphasize that his administration is fully committed to resolving the issues and preventing similar controversies in the future. “Our focus is on ensuring that public institutions are managed responsibly and that the people’s resources are safeguarded.”, he said.
The PM went on to criticise the past administration explaining that they have not looked into these matters to ensure the safety of the citizens. He further said that the previous government had foiled the trust of the public by not taking the proactive steps required to ensure the proper working of the public institutions including the Development Bank of St Kitts and Nevis. He gave out a statement saying, “We cannot repeat the mistakes of the past. This administration is determined to build a culture of transparency, accountability, and good governance on the board.”
