Minister of State with responsibility for Youth Empowerment, Ageing and Disabilities, Isalean Phillip, addressed the nation on December 3, 2023. She celebrated the International Day of Persons with Disabilities with the people of the country
In her address, Minister Phillip stressed the commitment of the Government of St Kitts and Nevis to the full inclusion and participation of persons with disabilities. The theme for this year is united in action to rescue and achieve the STGs for and by persons with disabilities.
The United Nations defines disability as any long-term physical, mental, intellectual or sensory impairment that may prevent an individual from participating fully and effectively in society on an equal basis. St Kitts and Nevis recognizes four main causes of disability. These include
- learning disabilities
- behavioural
- developmental disabilities,
- diabetes-related amputations,
- physical disabilities or rare diseases.
Minister Philip claimed that People with disabilities are no different than any of us when it comes to dreams or aspirations to grow and develop. They have an equal right to participate in all aspects of life and society. However, those with disabilities often need special accommodations in the form of assistive devices, adapted infrastructure and adapted educational supports to participate fully and equally in everyday society as we know it.
Isalean Phillip noted that the government of St Kitts and Nevis has designed a seven-pillar strategic plan to develop St Kitts and Nevis into a sustainable island state. The achievement of this will only be possible if all the citizens and residents are seen as active agents of change in the community. Unfortunately, 10 to 17% of the population, that is the people with disabilities are excluded on a daily basis.
Isalean Phillip noted that people with disabilities are at a greater risk of accessing quality education, leading to a high rate of unemployment and under-employment, eventual poverty and increased vulnerability.
According to Minister Isalean Philip, Most of the time, it is not the mental or physical developmental disability that restricts them. Rather, the social and physical barriers, including the absence of legal protection and the ever-present stigma and discrimination, lead people to see persons with disabilities as disabled, not just as people.
Isalean Phillip highlighted that she was going to present a report which outlines how the government has decided to sought to improve the lives of people with disabilities. Most importantly, it will point to the gaps and challenges that require immediate attention.
The government of St Kitts and Nevis is committed to improving the lives of people with disabilities, including guests of the Union. It began its mission to respect and fulfil its obligations under the Convention on the Rights of Persons with Disabilities because, to live life, we must ensure that no one is left behind.
Every human is initiated and should have the freedom to enjoy life without any obligations.
