The government of St Kitts and Nevis has announced another set of evolutions to their Citizenship by investment programme. While updating the programme to better suit the mutual renewed requirements of the international stakeholders, St Kitts and Nevis doubled the minimum investment amount for all the investment options under the CBI Programme.
Further, they have introduced mandatory interviews to include another layer of safety for the applicants and the people of St Kitts and Nevis. The new changes which the government of St Kitts and Nevis and the Citizenship by Investment Unit (CIU) of the nation have come up with are aimed towards further strengthening the programme and protecting the integrity of the programme.
To ensure that only the most sincere investors and high net-worth individuals can access the world’s leading Citizenship by Investment Programmes, they have introduced several notable changes to the contribution options available under the Sustainable Island State Contribution. They have also made efforts to strengthen their due diligence procedures.
During his address, PM Terrance Drew stated that he wants to ensure that the people of St Kitts and Nevis can continue to be proud of being called a national of St Kitts and Nevis. The new evolutions that the team seeks to bring to the Citizenship programme, Dr Drew believes, will alleviate the concerns of our international stakeholders and position themselves as an emerging market destination for authentic (FDI) foreign direct investment.
For this reason, the government has planned to introduce several new focus points so that the government can handle and regulate the programme better. The new regulations will assist the government in ascertaining the authenticity of the investors. The government has introduced many of these changes to align its programme with the demands of the European Union.
The government has made several updates to the programme, including introduction of the SISC or the Sustainable Island State Contribution. The SISC will replace the earlier investment option, Sustainable Growth Fund (SGF). Through this investment option, the HNWIs will contribute towards the various sustainable initiatives of the country.
The SISC will help develop St Kitts and Nevis into a Sustainable Island State. The evolution will be based on the following seven pillars:
1. Increasing local food production;
2. Transitioning to Green Energy;
3. Diversifying the economy;
4. Attracting and supporting sustainable industries;
5. Evolving the Creative Economy;
6. Recovering from the impacts of the COVID-19 pandemic; and
7. Expanding social protection and safety nets to protect the most vulnerable.
The contribution in all the investment options has doubled after introducing the new groundbreaking changes. The new amounts for contributions will ensure that only the most sincere applicants can access Citizenship of the country. Being a part of the St Kitts and Nevis Citizenship by Investment Programme is significant.
Accordingly, contributions in the SISC start from US $250,000 for a single applicant. The Minimum investment amounts go upwards with the addition of the spouse or dependants to the main applicants. Accordingly, for a family of two, the contribution amount increases to US $300,000; for a family of three or four, the minimum Sustainable Island State Contribution is the US $350,000.
Additionally, all the other investment options are also seeing an increase in the Minimum investment amount. Previously, Developer’s Real Estate Option was available to the applicants for a minimum investment of US $200,000. However, The minimum amount for investing in the Developer’s Real Estate Option is US$400,000.
The developer needs to hold the property for seven years before it can be re-sold to another purchaser who wants to apply for Citizenship by Investment.
The same applies to the Approved Private Home, a condominium or single-family dwelling. The condominium or single-family residence can be sold as a Citizenship by Investment option if the main applicant pays a minimum investment of US$400,000 to the condominium owner or US$800,000 to the single-family dwelling owner by the main applicant.
Some of the other changes that the government has introduced in the programme’s regulations are:
Mandatory Interviews: Following the updates initiated by the government, applicants are required to appear for a mandatory in-person or virtual interview. The interviews may be conducted through an independent professional firm that the CIU and the Board of Governors have previously approved. The Mandatory interviews will ensure that the applicants of the country’s citizenship by investment programme come from a pristine, prestigious and high-end background
Due Diligence: The Government of St Kitts and Nevis has announced that they would entrust the independent third-party agencies to conduct thorough, in-depth due diligence on all the applicants for Citizenship. The government has also increased the due diligence fees for all the applicants of St Kitts and Nevis citizenship
Collection of Citizenship Certificates: The government has announced that all the applicants must collect all the documents, including certificates of registration and legal documents from St Kitts and Nevis or a designated diplomatic mission approved by the Citizenship by Investment Unit and Board of Governors
St Kitts and Nevis is the frontrunner in the Investment Migration Industry. The new updates the government and CIU have introduced to their CBI Programme further testify to their intention to retain this position in the industry. They want to remain the industry leader, paving the path for their successors. The government’s updates on July 27, 2023, follow a similar groundbreaking announcement made by the authorities in December 2022.
The intention behind these updates, according to the official sources of the government, is to ensure that only the high net worth individuals and persons who understand the significance of the programme and their offering can access the Citizenship of St Kitts and Nevis. St Kitts and Nevis have remained at the top of the global investment migration industry for forty years since their inception in 1984.
For nearly four decades, the CBI Programme of St Kitts and Nevis paved the path for their successors. They realize and understand the significance of such a responsibility. Accordingly, their new updates seek security and safeguard the nation’s integrity.
The programme’s success is based on strict legislative policies, thorough analytic capacity, forward-thinking and rigorous due diligence. The government seeks to ensure that the new updates can help retain the programme’s exclusivity. The Prime Minister, Dr Terrance Drew, who handles the responsibility for Citizenship by Investment, addressed the nation regarding the new updates.
Prime Minister Drew reiterated his commitment to delivering the best Citizenship by Investment Programme in the world during his deliverance of the remarks. Additionally, he announced that they want to make apparent to the world that tightly held regulations run the programme. They introduced best-in-practice defence mechanisms against illicit actors and those who try to bypass our high-end investment and contribution options.
With the new updates to the country’s Citizenship by Investment Programme, the CIU is seeking to spearhead the developmental initiatives of the government. Through this action, the programme is likely to become more mutually beneficial for all the residents and citizens of the country.
The initiative of the government of St Kitts and Nevis are expected to become a lesson for the rest of the Caribbean region and follow the lead of St Kitts and Nevis and introduce these updates to strengthen their citizenship by investment programme
