The Prison (Amendment) Bill, 2025 was presented before the National Assembly on May 15 by Prime Minister Dr Terrance Drew. This revised bill imposes greater penalties to address modern-day security threats involving advanced technology.
During his address, PM Drew reaffirmed the efforts made by the government to maintain order and safeguard all citizens, including those within and outside the prison system. He said that having safe prisons is part of their broader citizen security initiative.
PM Drew said the changes will make the prison system safer, and will prevent any illegal activities in prisons. He also added that the only activities the inmates will be focused on rehabilitation to increase the possibility of successful reintegration into society upon their release.
The Prime Minister also assured the general public that the government will continue to unveil more rehabilitative schemes. He gave an example of the ‘ELEVATE Programme’ as one good platform for allowing some prisoners to reform and set them on a path to reintegration.
In addition to that, Attorney General (AG) and Minister of Justice and Legal Affairs Garth Wilkin also voted for this amended bill at the National Assembly. In his opinion, this bill fits directly in their agenda to reduce crime, protect families, and create a resilient future.
Amendments made under Prison Bill, 2025
Under the Prison (Amendment) Bill, 2025, the fines have been raised from EC$1,000 to EC$50,000 for bringing contraband into prison. Maximum prison terms for such criminal offenses have also been raised to ten years from six months.
The amended law has also widened the list of items that are banned in the prison. These now include mobile phones, SIM cards, knives, and controlled drugs such as cannabis and pharmaceutical drugs.
In addition, the newly revised Section 23 of the Prison (Amendment) Bill, 2025 specifies that any person who will try to smuggle any banned item or will assist in its trafficking, will be imposed with enhanced penalties.
These enhanced provisions intend to reduce illegal activities within and around the prison. The Prison (Amendment) Bill, 2025 will help in enhancing the government’s measures for strengthening law, order, and public safety.
